BPP Advocates Collaboration Between Procurement Specialists, Strategists To Address Financial Leakages

News Investigators/ Adebowale Adedokun, Director General(D-G), Bureau of Public Procurement(BPP), says collaboration between procurement specialists and strategists can help address financial leakages and declining resources in Nigeria.

Mr Adedokun said this in a statement issued by Zira Nigga, Head of Public Relations at the BPP in Abuja on Saturday.

The D-G who spoke at the 2025 Annual Conference of the Institute of Strategic Management of Nigeria (Chartered) in Port Harcourt, emphasised the urgent need to reduce the misuse of national resources and optimise them for national development.

The conference had the theme: “Strategic Leadership in a Disruptive Economy: Driving Sustainable National Development.”

He said, “Without proper strategists working closely with procurement specialists, we may not be able to overcome the significant challenges facing our nation.

“This requires us to minimise the depletion of our resources and maximise their usage for the benefit of our country.”

Mr Adedokun noted that the BPP was initiating a series of reforms directed by the Federal Government to transform procurement from a transactional to a transformational process.

“These procurement reforms are disrupting the ‘business as usual’ mindset, paving the way for a new era of robust service delivery, including improved accommodation, educational systems, healthcare, and financial services.”

He assured the institute of the BPP’s commitment to enhancing the capacity of public sector officers, saying the bureau will collaborate with the institute to eliminate quacks who undermine the progress of Nigeria.

“It is clear that we may have misinterpreted the Renewed Hope Agenda, whose implementation relies on strategists.

“This agenda is a vision that strategists must work to realise.

“Everyone must play their role constructively and progressively. I assure you that the BPP will provide all necessary information regarding procurement activities in this country,” he said.

The D-G emphasised the institute’s strategic role in meeting Nigerians demand for accountability and transparency, highlighting the need for deliverables and transformation over mere transactions.

“No nation thrives without strategists; it cannot overcome challenges related to electricity, housing, or value for money.

“A nation cannot prosper amid insecurity unless strategists act strategically,” he noted.

Mr Adedokun said  that the conference theme aligned with the BPP’s mission: “To promote a procurement system that supports national growth, fiscal discipline, and inclusive development.”

He said that the theme called for a rethink of how leadership, innovation, and governance should be undertaken amidst economic shocks, global uncertainties, and growing demands for better public service delivery.

Mr Adedokun explained that procurement was more than merely acquiring goods and services, describing it as a powerful catalyst for development in any modern economy.

The D-G, however, warned that inefficient procurement led to corruption, project failures, wastage of public resources, and loss of public confidence in governance.

He said that procurement must be repositioned as a strategic driver of economic sustainability, rather than just an administrative function.

Mr Adedokun emphasised that in a disruptive economy like Nigeria, strategic procurement leadership involved making courageous, innovative, and ethical choices to enhance Nigeria and improve the lives of its citizens.

“Let us remember that every naira spent on procurement is the people’s money. It must deliver value, create jobs, build infrastructure, and inspire hope. It must not be wasted. It must not be stolen.

“Let this conference mark a renewed commitment by all of us- policymakers, professionals, academics, and citizens- to transform procurement into a genuine engine of sustainable national development.”
