Mr. Jibrin, it was gathered, was forced to resign by Speaker Yakubu Dogara following pressure first, from the Presidency who expressed serious concern about the short-comings in the budget and secondly because of disappointment expressed by his colleagues.

Most members have complained to the House leadership that their ‘inputs” into the budget were removed by Mr. Jibrin who instead ensured that all his projects were captured and retained.

Specifically, the lawmakers accused Mr. Jubrin of manipulating the final version of the budget and diverted over N4 billion to his Kiru/Bebeji Federal Constituency of Kano State.

The former Appropriation chairman, it was further gathered, also lost the confidence of Mr. Dogara who was reluctant to save him.

Only recently, Mr. Jibrin became vociferous in campaigning against a proposal which seeks to confer immunity on the Speaker and President of the Senate.

At the plenary sitting, Wednesday, Mr. Dogara announced the resignation of Mr. Jibrin as chairman of the Appropriation Committee.

He was immediately replaced by Mustapha Bala, another APC member from Kano, who was the chairman of House Committee on Housing.

It would be recalled that Mr. Jibrin, APC-Kano, played a prominent role in the emergence of Mr. Dogara as Speaker, an action that earned him the plum Committee chairmanship.

The 2016 budget submitted by President Muhammadu Buhari was marred by controversies amid allegation of paddling by the National Assembly.

Until agreement was reached between the National Assembly leadership and Presidency, Mr. Buhari withheld his assent from the budgets weeks after its passage by the federal lawmakers.
