Lagos To Woo Global Investors With $50bn Climate Investment Opportunities

News Investigators/ The Lagos State Government on Tuesday said it would present climate investment opportunities valued at between 25 billion dollars and 50 billion dollars to global investors.

The government said it would make the presentation at the 31st Conference of the Parties (COP31) in Antalya, Türkiye.

This is according to a statement by the Special Adviser to the Governor on Climate Change and Circular Economy, Titilayo Oshodi.

Mrs Oshodi said  that the Lagos Climate Investment Day and Cocktail Reception, scheduled for Nov. 13, would connect investors with more than 300 potential projects across several sectors.

The event is expected to bring together investors, financial institutions, development partners and private-sector leaders to explore partnerships and financing opportunities for climate-resilient infrastructure and sustainable economic development.

Mrs Oshodi said that the government was committed to turning climate action into an engine of economic transformation through investments in infrastructure, clean energy, transport and job creation.

“Lagos is committed to demonstrating that climate action can drive economic transformation.

“Our ambition is to turn climate priorities into investable opportunities that strengthen infrastructure, expand access to clean energy, improve transportation, attract capital, create jobs and improve lives,” she quoted the state Governor Babajide Sanwo-Olu as saying.

She added that the government would engage global investors and strategic partners at COP31 to translate its project pipeline into tangible investments and lasting economic value for Lagos and the entire Nigeria.

The News Agency of Nigeria (NAN) reports that the programme is coordinated by the  Office of Climate Change and Circular Economy (OCCE).

It will showcase opportunities in renewable energy, solarisation, transport, agriculture, water resources, waste management, climate-resilient infrastructure and green enterprise.

Mrs Oshodi, said the initiative was designed to bridge the gap between climate commitments and project implementation.

“Climate action must move beyond commitments to implementation.

“We are building an investment architecture that connects our priorities with the capital, expertise and partnerships required to deliver projects at scale,” Oshodi said.

She said the investment day would present the state’s project pipeline to investors and development partners while identifying practical financing options for priority projects.

Mrs Oshodi said the state intended to leverage climate finance to accelerate infrastructure development, improve competitiveness, create jobs and build a more resilient Lagos.

According to her, the state’s investment framework is anchored on its State-Determined Contributions (SDC) Framework and five interconnected platforms.

She listed the platforms as clean energy and clean cooking; blue economy, water and climate resilience; circular economy and industrial decarbonisation; climate-smart infrastructure and urban transition; and climate innovation, food systems and green enterprise.

She said the framework integrated climate priorities across ministries responsible for environment and water resources, transport, agriculture and food systems, energy and mineral resources, works and infrastructure, physical planning and urban development, and waterfront infrastructure development.

Organisations participating in the Lagos delegation and programme include Sterling Bank, Keystone Bank, Stanbic IBTC Bank, Sun King, RF Garden and House of Tempos.

The banking institutions are expected to contribute perspectives on sustainable finance and financing structures for viable climate-resilient infrastructure and green projects, while Sun King will bring its experience in expanding access to solar energy.

The state government’s climate finance initiatives include a Climate Finance Preparedness Clinic, which brought together more than 140 financial institutions, and the Climate Defence and Catalytic Fund launched in July 2026.

The fund is designed to mobilise and de-risk investments in climate-resilient, low-carbon infrastructure, with an ambition to mobilise up to three billion dollars annually.

The state has also commenced the distribution of clean cookstoves in Makoko community as an initial step toward its target of distributing eight million units.

The government said the COP31 engagement would be  building on its participation in London Climate Action Week in June and climate investment engagements around the United Nations General Assembly and Climate Week NYC in September.

It said the engagements formed part of Lagos’ ambition to become Africa’s first climate investment jurisdiction, using climate finance to drive sustainable infrastructure, clean energy adoption, improved transport, economic competitiveness, job creation and resilience.
